日本でのタバコの製造は日本たばこ産業 (JT) のみが行っており、葉タバコの栽培はたばこ事業法の定めによって、JTと契約した農家だけが原料用として栽培することができ、契約農家には種子が無償で配付される。また、たばこ事業法は原料として使用できないものを除き、農家が売り渡す葉タバコ全量の購入をJTに義務づけている。
